皇后商家联谊会在2003年正式注册并在2004年获得社团注册局的批准而成立第一届理事,当初几位发起人陈世雄, 曾庆芳, 林勇伟，刘成义，在大家希望为了成立一个能凝聚皇后商家的一个组织而朦起成立商家联谊会的念头。就这样草拟了成立商家联谊会的章程并正式申请注册。当初从30多会员，发展到今天的150多位会员。为了组织的壮大，在2007年的会员代表大会上，宣布将联谊会易名为士姑来商联会。
