Ministry Revives 1,333 Abandoned Housing Projects Worth RM126 Billion

KUALA LUMPUR (Dec 2): The Ministry of Housing and Local Government (KPKT) has successfully revived 1,333 delayed, sick, and abandoned private housing projects as of Oct 31, 2025, covering 159,638 residential units with a gross development value (GDV) of RM126.47 billion.

Deputy Minister Datuk Aiman Athirah Sabu said the initiative aims to protect homebuyers from financial losses due to project delays and restore confidence in the private housing sector.

“To ensure developers take this issue seriously, the ministry has implemented strict enforcement actions, including prosecution, fines, and blacklisting of developers who fail to comply with regulations under Act 118,” she said during a Dewan Rakyat session.

Blacklisted developers are prohibited from applying for new development licences or advertising and sales permits, while a public list of problematic projects is maintained on the ministry’s portal for reference. Act 118 is also being revised to strengthen financial discipline and reduce the risk of abandoned projects in the future.

On affordable housing, Aiman Athirah highlighted the challenges faced by first-time buyers, including poor credit records, high household debt, and irregular income. To address this, the government has rolled out measures such as:

  • Housing Credit Guarantee Scheme – financing guarantees of up to RM500,000 for first-time homebuyers.

  • Rent-to-own schemes in seven states, assisting 6,958 families to purchase homes.

  • Home Ownership Campaign 2.0 and tax relief of up to RM7,000, easing financial burdens for new buyers.

“These initiatives form part of a comprehensive strategy to ensure housing is accessible, affordable, and safe for Malaysians,” she added.
