Hillside Development Risks Highlighted After MBPJ Halts Damansara Perdana Project

A recent stop-work order issued by the Petaling Jaya City Council (MBPJ) for a hillside development near Empire Residence highlights the growing importance of slope safety, proper drainage systems and transparent urban planning in high-density developments.

The two-week suspension was imposed after residents raised concerns over mudflow and water runoff during heavy rain, which they believed originated from the nearby construction site. The incident demonstrates how hillside developments can quickly become a safety concern when environmental management and slope protection measures are questioned.

During a site visit, Gobind Singh Deo explained that parts of the affected hillside were reportedly categorised as Class 3 and Class 4 slopes. Under Malaysian development guidelines, Class 3 slopes may only be developed under strict technical conditions, while Class 4 slopes are generally considered unsuitable for permanent structures because of their higher risk profile.

Although the developer had reportedly obtained the necessary approvals from MBPJ, the case shows that regulatory approval alone may not eliminate public concerns, especially when residents experience visible warning signs such as soil erosion, uncontrolled water flow and possible slope instability.

One key lesson from the incident is the importance of proactive slope management in hillside projects. Immediate mitigation measures proposed include covering exposed slopes, cleaning construction areas and improving drainage systems to better control rainwater flow. These temporary actions are often critical in preventing further soil movement during periods of heavy rainfall.

The situation also reflects how development plans can evolve over time and potentially create tension with existing communities. Residents claimed they were initially informed that the land behind Empire Residence would involve low-rise housing, but later discovered plans for a much denser 26-storey condominium project consisting of 979 units. This highlights the need for greater transparency and engagement between developers, authorities and surrounding communities during the planning process.

In addition, the case illustrates the growing role of residents and community groups in monitoring urban developments. The residents’ judicial review application against MBPJ and the developer, as well as the commissioning of an independent slope assessment study, demonstrate how communities are increasingly seeking technical and legal avenues to safeguard their living environment.

Overall, the incident serves as a reminder that hillside developments require strict engineering oversight, sustainable drainage planning and continuous monitoring to ensure long-term public safety, particularly in densely populated urban areas like Damansara Perdana.
