Malaysians who hold Singapore driving licences will soon be eligible to apply for the Budi Madani RON95 (Budi95) programme, allowing them access to subsidised RON95 petrol.
According to the Road Transport Department (JPJ), applications can be made through a dedicated website — www.BUDI95lesenSG.jpj.gov.my — which will officially go live on October 16, 2025.

The Ministry of Finance will be responsible for approving applications. Eligibility will be based on several key criteria, including confirming the applicant’s Malaysian citizenship, ensuring the Singapore driving licence is still valid, and verifying the applicant’s Singapore work permit status.
Applicants can check the status of their submission 14 days after applying via the official Budi95 portal at www.budi95.gov.my.
For Malaysians who no longer work in Singapore or are no longer bound by local laws requiring a Singapore licence, they may cancel their Singapore licence and reapply for a Malaysian driving licence. Current regulations state that individuals may hold only one driving licence — either Malaysian or Singaporean.

The JPJ also reiterated that RON95 subsidised petrol remains strictly for Malaysian-registered vehicles.
This initiative was introduced in response to feedback from Malaysians working in Singapore, particularly those in the service and transport industries such as bus drivers and support staff. Many of them were required to surrender their Malaysian licences to obtain Singapore ones for work purposes but continue to reside in Malaysia and own Malaysian-registered vehicles.
