Timor-Leste Ready to Welcome ASEAN, Chinese Investors ¡ª Gusm

31-Oct-2025

KUALA LUMPUR, Oct 28 — Timor-Leste is ready to welcome investors from ASEAN member states and China as part of its strategy to accelerate national development and strengthen its integration into the regional economy, said Prime Minister Kay Rala Xanana Gusmão.

Speaking in Kuala Lumpur, Gusmão said the country, which recently joined ASEAN as its newest member, is eager to open its doors to regional partners and leverage shared experiences to boost growth and capacity-building.

“Geographically, we are part of this region. In an uncertain world, as a small and developing country, we cannot live alone,” he said.

“That is why we want to be part of a strong community of nations like ASEAN — to learn, to build capacity, and to help our youth become more qualified, because we need human resources.” he told Dato Keith Li of the Malaysia-China Insight.

Gusmão emphasized that Timor-Leste has long maintained cordial relations with all ASEAN countries as well as China, and that the government remains open to investment from any partner committed to sustainable development.

“Of course, we are open to everyone,” he told Li who is also president of the China Entrepreneurs Association in Malaysia (PUCM) when asked if Timor-Leste would invite investors from China.

The prime minister added that he would soon attend the upcoming ASEAN-China Summit, underscoring the importance of continued engagement with key regional partners to advance economic cooperation and mutual growth.

Timor-Leste, which gained independence in 2002, is working to diversify its economy beyond oil and gas, with a focus on agriculture, tourism, and human capital development as it prepares for full ASEAN membership.
