DOE Requirement

The DOE application is a mandatory process for submitting a Written Notification to the Department of Environment (JAS) before installing a Diesel Generator Set at any site or premises.

This requirement is imposed by the Malaysian Government under the Environmental Quality (Clean Air) Regulations 2014 (which replaced the old 1978 regulations).

Specifically, Regulation 5 states that no person shall install equipment that may result in a new source of emission without prior notification to the Director General.

According to Regulation 5 (Kewajipan untuk Memberitahu):

"Pemunya atau penghuni premis tidak boleh, tanpa memberikan pemberitahuan bertulis terlebih dahulu kepada Ketua Pengarah... menjalankan apa-apa kerja di mana-mana premis yang boleh mewujudkan suatu punca pengeluaran."

(Translation: An owner or occupier of premises shall not, without giving prior written notification to the Director General, carry out any work on any premises that may result in a source of emission.)

Important Note: The old "Written Approval" (Kelulusan Bertulis) has been replaced by "Written Notification" (Pemberitahuan Bertulis). Failure to submit this notification 30 days before installation is an offence under the Act.
