The choice between the standard Domestic General Tariff and the flexible Time of Use (TOU) Tariff is a strategic one, directly impacting your monthly expenses. Furthermore, a key government initiative, the Energy Efficiency Incentive, provides substantial rebates for conservative energy use, adding another layer to your savings potential.

Part 1: The Standard Choice - Domestic General Tariff

This is the default tariff for most residences. Its cost is determined by your total monthly consumption, which triggers different rates and the application of service charges.

1.1 How the Domestic General Tariff Works:

Base Charges (Effective 1 February 2024):

  • For consumption ≤ 1,500 kWh: Energy Charge = 27.03 sen/kWh

  • For consumption > 1,500 kWh: Energy Charge = 37.03 sen/kWh

  • Additional Fixed Charges: Capacity Charge (4.55 sen/kWh) + Network Charge (12.85 sen/kWh) = 17.40 sen/kWh

  • Retail Charge: RM 10.00 per month

Critical Waivers:

  • The Retail Charge (RM 10) is waived if your total monthly consumption is 600 kWh or below.

  • The AFA Charge is also waived under the same condition.
     

1.2 The Energy Efficiency Incentive (Effective 1 July 2024):

This is not a flat rebate. It is a tiered rebate that decreases as your consumption increases, providing the highest rewards for the most efficient users. The rebate values are in sen/kWh.

1.3 Illustrative Calculation (Domestic General Tariff):

  • Example 1: Very Low User (180 kWh)

    • Consumption is below 600 kWh, so Retail Charge is Waived.

    • Base Rate: 27.03 sen + 17.40 sen = 44.43 sen/kWh

    • Incentive Rebate (for 1-200 kWh block): -25.0 sen/kWh

    • Effective Net Rate: 44.43 sen - 25.0 sen = 19.43 sen/kWh

    • Total Bill: 180 kWh × RM 0.1943 = RM 34.97

  • Example 2: Medium User (750 kWh)

    • Retail Charge of RM 10 now applies.

    • Base Rate: 44.43 sen/kWh (as consumption is under 1,500 kWh)

    • The incentive for the 701-750 kWh block is -4.5 sen/kWh. The average rebate across the entire bill would be calculated based on the specific tiers, but for simplicity, we'll use the applicable tier.

    • Effective Net Rate: ~44.43 sen - ~4.5 sen = ~39.93 sen/kWh (approximate)

    • Consumption Charge: 750 kWh × ~RM 0.3993 ≈ RM 299.48

    • Plus Retail Charge: RM 10.00

    • Total Bill: ≈ RM 309.48

  • Example 3: High User (2,000 kWh)

    • No incentive applies (consumption > 1,000 kWh).

    • Higher energy rate triggers: 37.03 sen + 17.40 sen = 54.43 sen/kWh

    • Consumption Charge: 2,000 kWh × RM 0.5443 = RM 1,088.60

    • Plus Retail Charge: RM 10.00

      Total Bill: ≈ RM 1,098.60

       

Part 2: The Flexible Alternative - Time of Use (TOU) Tariff

The TOU tariff is designed for households that can shift their major electricity consumption to cheaper, off-peak hours. The same waivers and the identical tiered Energy Efficiency Incentive apply.
 

2.1 How the TOU Tariff Works:

  • Peak Period (8 hours): 2:00 pm – 9:59 pm  Rate: 57.10 sen/kWh

  • Off-Peak Period (16 hours): 10:00 pm – 1:59 pm  Rate: 28.95 sen/kWh

Retail Charge: RM 10.00/month (Waived if total consumption ≤ 600 kWh)

 

2.2 Illustrative Calculation (TOU Tariff - High User):

Let's assume a household uses 2,000 kWh in a month, strategically broken down as:

  • Peak Usage: 400 kWh

  • Off-Peak Usage: 1,600 kWh

  • Total Consumption: 2,000 kWh (No incentive applies, Retail Charge is payable)

  • Peak Charge: 400 kWh × 57.10 sen = RM 228.40

  • Off-Peak Charge: 1,600 kWh × 28.95 sen = RM 463.20

  • Plus Retail Charge: RM 10.00

Total Bill: RM 701.60

(This is a massive saving of RM 397 compared to the Normal Tariff for the same consumption level.)
