KUALA LUMPUR (Nov 11, 2025) — A landowner in Klang has filed for a temporary stay order to halt the government’s planned acquisition of his land for the West Coast Expressway (WCE) project, adding a new layer of complexity to the long-delayed infrastructure development.
The notice of application was submitted to the Shah Alam High Court on Nov 6 by landowner Subramaniam Seenivasagam, represented by lawyer R. Kengadharan. Case management took place virtually on Nov 10, and the hearing is now fixed for Friday, Nov 14.
According to Kengadharan, the stay seeks to suspend an eviction order issued on Nov 3, which granted affected residents seven days to vacate their properties.
“This is a temporary order—to stay the execution dated November 3. What we are questioning is the validity of issuing a second eviction when the first one itself is being challenged,” he told The Edge.
Stay Order Seeks to Halt Eviction and Demolition
Based on court documents, the application aims to prohibit the Klang Land Administrator — the respondent in this case — from conducting any evacuation, demolition, or clearance activities on the disputed property, identified as Lot 11113, GRN 19398, Mukim Klang, Daerah Klang.
The stay will remain in effect until the main substantive issue (“Kandungan 1”) is fully heard and decided by the court. The case is being pursued under Section 425 of the National Land Code, which governs government land possession procedures.
Subramaniam’s affidavit, filed on Nov 6, sets out additional grounds supporting the stay, citing potential procedural irregularities and premature enforcement actions.
Context: Residents Granted Two-Week Extension
The legal move coincides with the Selangor government’s recent decision to grant a two-week extension to 19 Kampung Jawa residents affected by the same project. The extension, effective until Nov 24, was approved following residents’ requests for more time to relocate.
Selangor Housing and Culture Committee chairman Datuk Borhan Aman Shah confirmed the extension and said affected residents had been offered temporary accommodation under the SMART Sewa Scheme, as well as appropriate compensation from the WCE concessionaire.
However, Borhan stressed that this would be the final extension, as the project — which is now over 90% complete — must resume promptly after multiple delays.
A Critical Project for Regional Connectivity
The West Coast Expressway, stretching 233 kilometres from Banting, Selangor to Taiping, Perak, aims to provide a vital alternative to the North–South Expressway (PLUS), easing congestion and stimulating economic growth along Malaysia’s western corridor.
Once fully operational, the WCE is expected to boost accessibility and investment prospects in Selangor’s industrial zones, including Subang, Puchong, and Klang, where improved highway links are set to enhance demand for industrial land in Selangor and factory properties near logistics hubs.
The project also complements broader state development efforts that have drawn business interest to commercial property in KL, office space in Bukit Jalil, and industrial property in the Subang area, reinforcing Selangor’s role as Malaysia’s economic engine.
As the Shah Alam High Court prepares to hear the case on Nov 14, the outcome could determine whether the land acquisition process for one of Malaysia’s most strategic expressway projects proceeds on schedule or faces further legal delays.
