As of November 30, 2025, an estimated 13.9 million Malaysians are enjoying the RM1.99 per litre RON95 price through the BUDI MADANI RON95 (BUDI95) targeted subsidy programme. This accounts for over 84% of the country’s 16.5 million eligible individuals, according to Deputy Finance Minister Lim Hui Ying. Since its implementation, BUDI95 has recorded RM5.16 billion in RON95 transactions, representing 2.59 billion litres of fuel consumed nationwide. Lim said the programme is projected to generate annual savings between RM2.5 billion and RM4 billion, depending on global crude oil trends and pre-implementation consumption patterns. The projections are based on oil prices ranging between US and US per barrel. Additional savings also come from the removal of fuel subsidies for non-citizens and commercial vehicles. Because the targeted subsidy system only began on September 30, 2025, Lim noted that a complete yearly evaluation can only be conducted starting 2026. For now, the government is focused on fine-tuning the system to ensure smoother operations, wider accessibility, and reduced subsidy leakages. She added that the transition to targeted subsidies has already provided greater fiscal flexibility, allowing the government to strengthen essential public services such as education, healthcare, and public transportation. The additional budget room also enables more focused assistance for cost of living support, welfare programmes, and long-term infrastructure development that benefits the broader population.
